Oklahoma Governor Accuses Tribes of Delaying Sports Betting Legislation
Oklahoma Governor Kevin Stitt recently made headlines by claiming that the state’s tribes are intentionally waiting for his term to end before pursuing sports betting legislation. This statement came after bills proposing to legalize sports betting through the tribes failed to pass the Senate last month. However, Stitt made it clear that even if the bills had passed, he would have vetoed them.
Stitt’s Stance on Sports Betting
When questioned about his feelings on the failed sports betting plans, Stitt responded, “No, not disappointed. Actually, if it (would have been) the bill pushed by the casinos, I would have vetoed it anyway.” The Governor has been vocal about his opposition to bills that he believes only benefit the tribes and not the citizens of Oklahoma.
Deadlock Between Stitt and Tribal Leaders
Stitt has put forward his own plan for legalizing sports betting in Oklahoma, advocating for an open market approach that would allow corporate sportsbooks like FanDuel and DraftKings to operate in the state. He expressed frustration, stating, “I think the big casinos, the big bosses, are waiting until I’m out of office.”
On the other hand, the Oklahoma Indian Gaming Association (OIGA) insists that any legalization of sports betting must respect the 1988 Tribal Gaming Compacts. Chairman Matthew L. Morgan emphasized the need for any bill to maintain the current state-tribal gaming compacts.
Oklahoma’s Tribal Gaming Compacts
Oklahoma tribes have been operating under the Indian Gaming Regulatory Act (IGRA) since the early 2000s, with most compacts granting tribes exclusivity to run casinos in exchange for fees. In 2024, tribal payments to the state for exclusivity rights amounted to $210 million.
Last year, tribal revenue from Oklahoma casinos reached $3.4 billion. Estimates suggest that legal sports betting could generate around $420 million annually, contributing an additional $42 million to state funds with a proposed 10% tax rate.
Future Negotiations
Despite the current deadlock between Stitt and tribal leaders, Senator Bill Coleman, a sponsor of the failed sports betting bills, plans to engage stakeholders in negotiations this summer. Stitt is in favor of renegotiating the gaming compact, but tribal leaders appear reluctant to concede ground.
As it stands, Oklahoma remains one of the few states without legalized sports betting, leaving the future of the industry uncertain in the state.
