Having grown up on a horse farm in central Maryland and spent countless hours at local OTBs with her parents, Cohen has a deep-rooted passion for the industry. In 2019, she and her father seized the opportunity to open their own OTB in Frederick, marking a significant milestone in their careers.
Recognizing the evolving landscape of Maryland gaming, Cohen views the legalization of HHRs as the logical next step. Despite the challenges posed by declining handle numbers since 2021, even after introducing retail sports betting in partnership with Caesars, Cohen remains dedicated to expanding the gaming sector in the state.
Maryland’s Consideration of HHRs
Cohen’s optimism is fueled by Senate Bill 982 and House Bill 1048, both aimed at legalizing HHR machines at OTBs statewide. These bills propose limiting the total number of HHRs to 4,000 and allocating 15% of operators’ revenues to the Blueprint for Maryland’s Future Fund, potentially generating up to $65 million in annual taxes.
HHR machines allow players to bet on past horse races anonymously, enhancing the skill element in gambling. Popular in states like Kentucky and Virginia, HHRs have attracted millions in wagers, making them a lucrative prospect for Maryland.
HHRs as a Solution to Maryland’s Budget Deficit
Cohen argues that legalizing HHRs could prevent Maryland players from seeking gambling options in neighboring states, potentially retaining significant revenue within the state. With Maryland facing a $3 billion deficit, lawmakers are exploring new tax sources, making the HHR bills an attractive option.
Despite potential opposition from casinos, Cohen remains confident in the unique position of OTBs and their ability to coexist with traditional gambling establishments. Backed by a coalition of OTB firms, Cohen will present her case before the Maryland General Assembly on March 5 and 6.
